1. Introduction
The Internal Complaints Committee (ICC) at Guru Jambheshwar University, Moradabad is constituted in compliance with the UGC guidelines and the Government of India’s legal framework to ensure a safe and inclusive academic environment. This policy outlines the committee's structure, objectives, and procedures for handling complaints related to sexual harassment.
2. Constitution of ICC
The ICC consists of the following members:

3. Objectives of ICC
The ICC is responsible for:
- Preventing Sexual Harassment: Ensuring a safe and respectful academic and workplace environment.
- Awareness & Sensitization: Organizing workshops, training, and outreach programs for students and staff.
- Handling Complaints Effectively: Providing fair, unbiased, and confidential mechanisms for complaint redressal.
- Ensuring Compliance: Adhering to UGC Regulations and government directives.
4. Complaint Handling Procedure
4.1 Filing a Complaint
- Complaints should be submitted in writing or via official university email to the ICC Convenor.
- Anonymous complaints may be considered if sufficient evidence is provided.
4.2 Inquiry Process
- ICC must initiate proceedings within seven days of receiving a complaint.
- The inquiry must be completed within 90 days from the date of filing.
- Both parties will have an opportunity to present their case confidentially.
4.3 Resolution & Disciplinary Action
- ICC will submit a detailed report of findings and recommendations to the Vice Chancellor.
- Disciplinary actions may include warnings, suspension, termination, or legal proceedings.
4.4 Confidentiality & Protection
- The identity of complainants, respondents, and witnesses will be strictly confidential.
- Retaliation or harassment against complainants will result in immediate disciplinary measures.
5. Awareness & Training Initiatives
- ICC will conduct periodic awareness campaigns, seminars, and training sessions.
- Sensitization programs will be integrated into university orientations and leadership workshops.
6. Compliance & Review Mechanism
- ICC will submit annual reports to UGC on complaints received and resolutions.
- Policy effectiveness will be reviewed periodically based on feedback and legal updates.
